After discovering that the bloody City Hall key card found at the casino belonged to someone from the Richmond campaign, Sarah makes a deal with Mayor Adams. She agrees not to reveal that he tried to frame Richmond with the doctored photo, so long as he gets Lt Carlson off their backs for long enough to solve the murder. Adams has Sarah's arrest warrant rescinded, but she's still suspended. No longer on the run, Sarah and Holder concentrate their efforts on Gwen and Jamie, who both have holes in their alibis. When the surveillance tapes from the casino finally become available, the detectives are sure they have the killer within reach. Mitch returns home, and while everyone seems happy and relieved, they haven't forgiven her for abandoning them. On election day, Richmond and his campaign staff wait with bated breath for the results.
