Synopsis
Every prison evolves over time to respond to new security threats, and new inmates....but at Hays State Prison, change happened instantly. In 2008, two inmates scaled Hays perimeter fence and ran. Hays cracked down, and two years later, it is a different prison, with interior fences, patrolling officers armed with pepper guns, and restricted inmate movement.
