광수, 정희, 미숙 등은 대마초를 흡연하다가 구속되거나 정신병원에 수감된 친구들의 불행에 회의를 느낀다. 그러면서도 그들은 괴로움을 달래기 위해 여전히 대마초에 손을 댄다. 이들 중 미숙은 전국적인 마약조직망을 소유한 민사장의 범죄를 눈 감아주는 대가로 히로뽕을 무상제공할 것을 요구하다 그에게 납치당한다. 미숙의 행방을 찾던 수사진은 이 기회에 마약사범을 완전히 소탕하고자 그들의 아지트에 침투한다. 경찰은 과거의 잘못을 뉘우치고 새 사람이 되려고 마음먹은 광수와 정희 등의 도움으로 민사장과 그 일당들을 일망타진한다.
