Filmde, halkı örgütleyerek işgal kuvvetlerine karşı mücadele eden bir adamın hikâyesi anlatılır. Osmanlı Devleti’nin son yıllarında Anadolu’daki paşalar halka zulmeder. İşgal kuvvetleriyle anlaşarak zengin olmaya çalışırlar. Bunlardan biri de Eftin Paşa’dır. Yunan Generali Mihail ile işbirliği yapmaktadır. Padişah’ın fermanıyla General ve askerlerine sonsuz yardım sağlar. General köylünün bütün mahsulünü ve altınını ister. Askerleriyle beraber halkı sömürmeye başlar. Karşı çıkanları zindana atarak idam ettirir. Yöre halkından Reşo ve kardeşi Veysel mahsullerinin tamamını vermek istemez. Paşaya ve General’e karşı çıkarak halkı örgütleyeceklerdir.
