唐貞觀末年，洛陽蟲害成災，都督危得安兼程回京，原是要報災，卻看到報瑞者獲賞，報憂者遭貶，沉醉深宮太平的唐太宗恰又將「田蛾雲集」誤聽爲「天鵝雲集」，致使危都督順水推舟，謊報了「斗米四文」的治績。梁國公房玄齡明知實情，一時不敢直諫，遂請皇上親巡洛陽；不料，引出楊淑妃想吃天鵝肉，太宗便下詔擺設天鵝宴，並欲宴請各國使節以成千古佳話。 待太宗親臨洛陽，不見鴻爪鵠影，但見荒年災景，百姓叫苦連天。盛怒之餘，下令傳諭臣民，從此要修學好古，勿再弄虛作假。欲罷天鵝宴之際，應邀赴宴的國賓紛紛來到；爲了大唐國威，天鵝宴只好照常舉行。 危都督奉命戴罪立功，他隨後將這搜尋天鵝的皇命推給了縣令郿道九。郿縣令獲丐幫之助，捕得野鵝百隻。但他素來勤政愛民，實事求是，即使已陷入上煎下逼的困境，亦寧可掛冠回鄉賣豆腐，也不願以假冒眞，欺君罔上，乃至於誤摑了巧扮相家前來勸獻的李世民，險些惹來滅族之禍。幸得房玄齡爲國留才，兼以使節們盛讚天鵝佳宴，郿遂因辦宴有功，連昇三級。.
