Synopsis
When police officer Xavier Quinn learns that his childhood friend has become the prime suspect in a murder case, he also discovers that he's the only one who feels that his friend was framed. Quinn's suspects that the Governor and other bigwigs simply want "someone" arrested so they can protect the local tourism business.
