1987年，臺灣解嚴，各種議題的改革與民主化聲浪四起。一群被稱作野百合世代的學生，與社會工作者，希望政府重新制定一部符合臺灣現況的憲法。從1990年開始，開啟了長達一年的「制憲運動」，影響臺灣憲政至今。 然而，在1991年的5月，調查局逮捕了四位青年，其中一位當時仍是就讀清大歷史所的學生。他們被以懲治叛亂條例起訴，最重可以「二條一」判刑，此為唯一死刑，此舉引起深藏在民間的白色恐怖之懼。學生於校園串聯罷課，社會各界進行聲援，進駐臺北火車站，挺身抗議。立法院更於九日內，廢除實行長達42年的懲治叛亂條例！ 《末代叛亂犯》是由四位清大學生拍攝及製作的紀錄片。欲透過深度訪談與歷史文獻爬梳，重現1991年所發生的「獨台會案」過程及其後續發展。.
