물장수 현보는 용비천이란 샘물을 발견하고 물장사를 독점하게 된다. 그러나 현보에게 상납을 받아내던 모사성 일당은 현보의 단골집에 폐수를 배달해 현보를 궁지에 몰아넣는다. 그리고 얼마 후 현보는 건달들로부터 희롱을 당하고 있던 모사성의 외동딸 애랑을 구하려다 모사성 패거리에게 심하게 구타당한다. 이러한 현보의 처지를 안 옥룡처녀는 그에게 무술을 가르쳐준다. 이 무렵 현보의 동생 현아가 모사성에게 납치되어 겁탈당한다. 이 충격으로 현아가 자살하자 현보는 모사성패와 싸운다.
