Učiteli Pelikánovi se nevydařilo manželství, a proto se dal z Brna přeložit do okresního městečka. První Pelikánovy dojmy z nového působiště nejsou povzbuzující. Mladému řediteli školy jde spíše o statistiky a slavnostní projevy než o skutečnou pedagogickou práci. Pelikán zjistí, že nedostatky školy i žáků jsou zakrývány ideologickými frázemi o "třídním uvědomění", které využívá zejména syn předsedy okresního národního výboru Vašík Janouch. Děti nemají rovněž předpokládané znalosti a Pelikán musí některým snížit klasifikaci. Špatné známky dostane i Vašík. Učitelova přísnost nenajde u rodičů pochopení a Janouchova manželka zorganizuje proti němu štvanici...
