0年代，青年渔民华镇龙擅长游泳。商人华七爷发现了他，将他骗到天津租界，参加了在那里举行的万国游泳比赛。华镇龙以高超的技巧和惊人的速度夺得了冠军。他的胜利引起了某些参与游泳赌博的外国人的怨恨，他们纠集一帮打手前去惩治华镇龙。幸亏李子云等一批大学生的保护，才得以脱险。抗日战争胜利后，华镇龙以为扬眉吐气的日子已经到来，便与好友一起报名参加了平津游泳比赛会，不料却遭一群流氓绑架去禁闭了两天。原来警备司令的少爷也要参加赛，他怕华镇龙夺了冠军，故先发制人加以迫害。解放后，华镇龙终于能充分发挥自己的才干，他被聘为业余游泳学校的教练。在他的培养下，其子华小龙也成为一名游泳运动健将，并打破了全国蛙泳百米纪录。由于国际游泳联合会规定在蛙泳比赛中不许再用潜泳，这就给华小龙等运动员向世界纪录冲刺带来了很大的困难。在领导的帮助下，他们依靠群众的智慧，克服了技术上的困难，经过一年有计划的训练，华小龙和周惠良终于打破世界纪录，为祖国争了光。.
