Ο ήρωάς μας ο Κώτσος, ο αντιπροσωπευτικός Έλληνας, στέλνεται στις Βρυξέλλες για να συναντήσει την κυρία Ευρωπαΐδου και να πάρει μέρος στο 1ο Συνέδριο της ΕΟΚ. Συναντά τους εκπροσώπους των άλλων χωρών μελών, οι οποίοι τον ακολουθούν στην Ελλάδα, για να του διδάξουν τα ευρωπαϊκά τερτίπια, με ταχύρυθμα απλά και κατανοητά μαθήματα. Πρώτα απ’ όλα «Τιμή και ηθική», με δάσκαλο τον γερμανό σύμβουλο. «Εξυγίανση του δημόσιου βίου», με δάσκαλο τον γάλλο σύμβουλο, «Συζυγική ζήλια», με δάσκαλο τον ολλανδό σύμβουλο κ.λπ. Ο Κώτσος, σαν καλός μαθητής, προσπαθεί να αλλάξει νοοτροπία και να προσαρμοστεί στα νέα δεδομένα, και στη συνέχεια βάζει τα δυνατά του να ικανοποιήσει τις εννέα πανέμορφες εκπροσώπους των ευρωπαϊκών κρατών, που έρχονται στην Ελλάδα για να εκτιμήσουν την πρόοδό του. Ξεφαντώνουν μαζί του και τον αφήνουν σωματικό ράκος, αλλά του απονέμουν το χρυσό μετάλλιο για τις άριστες «επιδόσεις» του.
