Az állampolgár főszereplője az ötvenes évei végén járó afrikai Wilson (Dr. Cake?Baly Marcelo), aki menekültként él Magyarországon. Wilson évek óta Budapesten dolgozik biztonsági őrként, legfőbb vágya és célja, hogy megszerezze a magyar állampolgárságot, de folyamatosan megbukik az alkotmányos alapismeretek vizsgán. A felkészülésben a vele egykorú, magyar-történelem szakos tanárnő, Mari (Máhr Ági) segít neki, de a tanulás közben tanár és tanítvány között mély szerelem szövődik. Mari hatalmas döntést hoz: elhagyva férjét a fekete férfihoz költözik. Wilson élete megoldódni látszik: társra, sőt családra talál, az állampolgársági vizsgája is sikerül, úgy tűnik, hogy hamarosan minden tekintetben magyarnak mondhatja magát.
